Three days in Belarus to promote good governance and local development

The Eastern Partnership Coordinator of ALDA, Mr. Alexandru Coica, went to Belarus for a 3-day visit where he took part in several events.

Currently, there are more than 10 projects implemented all over Belarus thanks to the support of ALDA. The main objective is to engage citizens in local processes in order to improve and develop their communities and establish a constructive dialogue with local and regional authorities for a better implementation of local policies.

NGO “Lev Sapieha Foundation” presented its proposals at the seminar on actual issues of local self-government

Miraslau Kobasa, Chairman of the Board, took part at the seminar on September 12, 2018, and presented proposals on local-self-government development in the Republic of Belarus.

Round table in Minsk: “The Congress is ready to contribute to the Council of Europe Action Plan for Belarus”

At the opening of the Round table held in Minsk, Belarus, on 12 September 2018, Congress President Gudrun MOSLER-TÖRNSTRÖM welcomed this initiative as “a good opportunity to establish the groundwork for a better decentralization in Belarus and to strengthen our cooperation in the field of local democracy”.

High level meetings and round table on local self-government in Belarus

The Congress of Local and Regional Authorities of the Council of Europe held a round table and several high-level meetings with the Belarusian authorities in Minsk on 11 and 12 September 2018.

Benchmarking as a management tool is used primarily for diagnostic purposes. For businesses and public
service organizations, it helps to identify the areas of intervention and to prioritize development actions for
better performance and increased efficiency. In public policy making benchmarking provides evidence for

Information Memo On the Draft Law of the Republic of Belarus «On Local Government and Self-Government in the Republic of Belarus»

The Lev Sapieha Foundation has prepared an information memo on the draft law. It contains an analysis of some conceptual points of the draft and also an analysis of several articles as well as remarks, additions and proposals concerning these conceptual points and articles. This analysis and our vision of the prospects for the development of local self-government in Belarus form the foundation for our conclusions and proposals.
